Air Pollution Prevention

The main source of air pollution for the Company’s WANG-TIEN FACTORY Area is the air pollutants generated from the natural gas fuel used by the boiler and incineration treatment facility, and the VOCs generated during manufacturing process. The air pollutants preventive measures are by injecting adsorption system, condenser, cyclone dust collector, low NOx burner, washing tower to the air prevention system facility and convert the heavy fuel oil to natural gas. These have greatly reduced the particulates, SOx, NOx, and air pollution sources.

The prevention of VOCs is by operating the “High Temperature Regenerative Thermal Oxidizer (RTO) Equipment”. The removal efficiency rate of the VOCs by this preventive equipment is as high as over 99%. Due to the Company’s M16 blending process as the major source of Volatile Organic Compounds (VOCs), after washing and the use of activated carbon adsorption, the 2022 air pollution monitoring test report shows that the VOCs emissions from this manufacturing process is not high (emissions of 1.20018kg-voc for every 1 metric ton of product produced). However, this manufacturing process cannot achieve the testing method using mass-energy balance to calculate pollution quantity and is unable to know exactly the raw materials contents and formula, there is situation of the VOCs for this manufacturing process is higher than the actual production.
In 2022, M16 produced 880.57 metric tons of product. The process has been verified by the Environmental Protection Bureau as in compliance with environmental standards for smoke and perimeter odor pollutant testing only.

  2022 Air Pollution Prevention Measures
  • Maintaining the Normal Operations of Two Low Temperature Plasma Ion Air Purification Equipment
    • Set up two activated carbon gas adsorption equipment for the waste pond to remove the VOCs of the adjustment pond unit of the wastewater pond; The two low-temperature plasma ion air purification equipment can strengthen the capacity in the removal of unpleasant odor substances. Efforts are in place to maintain the removal rate of the VOCs at over 95%.
  • Maintaining the Operations of the VOCs Activated Carbon Gas Adsorption Equipment, and Plasma Ion Air Purification Equipment
    • When the gas emissions release towards the end of the preventative equipment, the activated carbon gas adsorption equipment, and plasma ion air purification equipment will capture the VOCs and the unpleasant odor to achieve the effects of purified air. 
    • 5 UV photolysis machines have been built, 3 are in use and the other two are for backup. The aforementioned self-made UV photolysis machine has been tested by FID and odor detectors, it can remove more than 50% of volatile organic compounds (VOCs).

Note: The information source is Stationary Source Air Pollution Control Fees and Emissions Reporting Integrated Management System of EPA . The PAR, SOx, and NOx are calculated based on the aforementioned total quarterly emissions for each of the pollutants times the EPA announced factors. The VOCs are calculated by taking the total quarterly emissions times the control devices removal rate. The total annual emissions are the sum of the aforementioned total quarterly emissions for each of the pollutant.

Waste Management

The Company makes further considerations for the management of wastes on its circular reuse. Aside from the appropriate sorting, collecting and handling of the wastes based on internal control mechanism according to related regulations, we pursue to optimize the resource usage rate through reduction, recycling and reuse. Do our best to turn waste into resource in order to lower the burden of waste on the environment. The waste of the Wang-Tien Factory is divided into self-handling and outsource handling. Self-handling is using the incinerator facility within the factory mainly for treating the sludge from the wastewater pond; Outsource handling is commissioning cleaning services business and recycling businesses.
To ensure that the appointed clearance operators possess the qualifications requirements by the government, the Company will conduct a review of the operators beforehand through the published information (including approval license, company operations overview, code for clearance/waste handling, and the expiration date of the approval license and so on basic information) by the EPA. After confirmation of their qualifications and suitability, will sign MOU and contract with the vendor for the appointment. In addition, the wastes testing work for heavy metals residues, toxic substances residues, Toxicity Characteristic Leaching Procedure (TCLP), pH value and so on information is outsourced in accordance with the “Regulations Governing the Management of Hazardous Industrial Waste Testing and Records”. This is to ensure the wastes do not cause significant impacts to the environment and human health.

The Company implements the circular economy philosophy in its waste management including the reuse of by-products from production process, increasing the waste resource recycling and reuse percentage. The hot air generated from the incineration treatment is recycled as steam for reuse. In 2022, the waste heat recycled steam is around 7,391 metric tons, which has reduced fuel consumption at 857 KM3 relatively.
The total waste volume of the WANG-TIEN FACTORY Area in 2022 was 1,947.83 metric tons. This represents an increase of 168.22 metric tons as compared to 2021 due to increased production capacity, but a decrease of approximately 469 metric tons as compared to the base year.

Note: Source is the "Industrial Waste Report and Management System" provided by the Environmental Protection Administration, Executive Yuan. Most of the hazardous wastes are solvents. The Company prioritizes the recycling treatment. If the remaining waste cannot be recycled, it will be disposed according to the environmental protection regulations in every two years. In 2022, there are no outsourced waste disposal activities.
